The incumbent will also be responsible for enterprise program governance, overseeing and providing a holistic, rolled up status of the individual projects to senior management by monitoring high-level project milestone activities, ensuring the quality and integrity of the information and providing consistency in content and look and feel” across the enterprise organization. The Senior IT Program Manager will work closely with business and technology leaders to help derive proposed project prioritization, sequencing, trade-offs and resource allocation in order to optimize the execution of the of the portfolio of projects within the program roadmap. The incumbent will work closely with the assigned user community, along with Business Applications Analysts and IT Project Managers in determining how technology can assist them. The Senior IT Program Manager will then partner with IT Project Managers, who take these needs, derive system requirements and design specifications in support of the program and within the framework of American Tower’s established Enterprise Architecture direction.Job RequirementsESSENTIAL FUNCTIONS:* Participates in IT portfolio management and governance activities while collaborating with both IT and business unit leaders across the enterprise. * Reviews project proposals or plans to determine time frame, funding limitations and procedures for accomplishing project, staffing requirements and allotment of available resources to various phases of project. * Runs complex projects/programs from design and development to production. * Defines project requirements and plan project lifecycle deployment. * Defines resources and schedule for project/program implementation. * Creates strategies for risk mitigation and contingency planning. * Plans and schedules project deliverables, goals, and milestones integrated into the program. * Directs and oversees project engineering team and manages conflicts within group. * Performs team assessments and evaluations and provide results to the governance committee as well as the project sponsor. * Efficiently identifies and solves program and project issues where a solid understanding of the interdependencies will be paramount. * Demonstrates leadership to define requirements for project risk. * Develop Requests for Proposals (RFP) for external services as needed. * Ensures and enforces the designs of business requirements, technical and project documentation. * Escalates any project issues including timing, budget, resources, scope and more, to upper management in a timely manner. * Collaborates closely with the Process Excellence team on enterprise-wide projects. * Prepare program status reports and/or project portfolio summaries for management, business unit leaders and IT management. * Performs customer surveys, striving to ensure customer satisfaction remains high. * Establishes standards and procedures for program reporting and documentation. * Works with project personnel to provide technical advice and to resolve problems. * Leads the effort in creative approaches to problem solving and quality deliverables supporting business needs. * Adheres to best project management practices and methodologies.OTHER:Other duties as assigned. QUALIFICATIONS:* Excellent verbal and written communication skills * Detail oriented, able to multitask and meet deadlines * Strong analytical, problem-solving and conceptual skills * Exceptional teamwork and interpersonal skills * Strong change management skills and ability to influence decision makers * Ability to communicate and persuade at all management levels and thrive in a cross-functional environment * Strong project management skills which includes experience in organizing, planning, and executing large-scale programs and projects from vision through implementation, involving internal personnel, contractors, and vendors * Strong portfolio management skills * Ability to analyze project needs and determine resources needed to meet objectives * Conceptual knowledge of information technologies and methodologies * Project Management Professional (PMP) Certification is strongly preferred * Strong organizational, presentation, and customer service skills. * The incumbent must be flexible as there may be work weeks that require more than 40 hours to ensure the positions expectations and responsibilities are met. EDUCATION AND EXPERIENCE:* Bachelor’s degree in Business (or Management), Computer Science, Engineering, Accounting or related discipline, or equivalent work experience is required. * At least seven (7) years of IT experience, including managing IT projects. * Experience in Tower industry, Operations, Leasing or Real Estate is preferred. * Experience in finance and accounting environment is preferred. ENVIRONMENT:100% performed in climate-controlled internal office environment working under normal office conditions.Approximately 0-10% travel will be required in support of the position’s responsibilities.While performing the duties of this job, the employee is regularly required to sit; stand; walk; use hands and finger to feel and handle; reach with arms and hands; talk and hear.
